The Assam Public Service Commission (APSC) has announced a Departmental (Promotion) Examination for filling 12 posts in the Junior Grade II cadre of the Assam Finance Service. This recruitment is intended for members of the Assam Accounts Service, Assam Local Fund Audit Service, and Assam Treasury (Establishment) Service Personnel. These promotions will be carried out in accordance with the Assam Finance Service Rules, 2019, as amended through 2024.

• Note: If sufficient candidates are not available in one cadre, vacancies may be filled by other eligible cadres.
Eligibility Criteria:
The following personnel are eligible to apply: Accounts Officer/Deputy Accounts Officer of the Assam Accounts Service, Audit Officer of the Assam Local Fund Audit Service, and members of the Assam Treasury Establishment Service, including Superintendents, Accountants, and Senior Accounts Assistants.
Age Limit: Candidates must not have crossed 50 years of age as of 01-01-2025. Age will be calculated based on the Matriculation/HSLC/HSSLC Admit Card or Certificate only.
Educational Qualification: Applicants must be a graduate from a university recognized by the Government.
Service Experience:
(i) Candidates must have rendered at least 5 years of continuous service in their respective cadre.
(ii) For Accounts Officers, experience includes service as both Accounts Officer and Deputy Accounts Officer.
(iii) For Deputy Accounts Officers, Audit Officers, and Treasury personnel, the 5-year tenure must be against the concerned post of service.
(iv) A 5-year service completion certificate issued by the Appointing Authority is mandatory.
Application Fees:
The application process is handled under the Digital India initiative, involving a processing fee of 40 plus 18% tax (totaling 47.20) for all categories.
(i) General Category: 250 application fee plus processing fee (Total 297.20).
(ii) OBC/MOBC Category: 150 application fee plus processing fee (Total 197.20).
(iii) SC/ST Category: Nil application fee, only processing fee required (Total 47.20).
Selection Procedure: Rules and Syllabus
The recruitment will be based on a written Departmental (Promotion) Examination consisting of four papers. The exam will be held in Guwahati.
Paper I: General Accounts (With Books)
Duration: 3 hours.
Maximum Marks: 150.
Minimum Pass Marks: 70.
Syllabus: Includes Accounts Code Vol-I and II, Assam Budget Manual, Audit Code (Sections III-V), Accounts Code Vol-III, CPWD/APWD Codes, and Assam Financial Rules (Chapters XI-XIII).
Paper II: Fundamental/Financial/Treasury Rules (Without Books)
Duration: 3 hours.
Maximum Marks: 150.
Minimum Pass Marks: 70.
Syllabus: Includes Fundamental Rules and Assam Subsidiary Rules, Civil Service (CC&A) Rules, Assam Pension Manual, Assam Financial Rules (excluding Ch XI-XIII), and Treasury Rules.
Paper III: Commercial Book Keeping (Without Books)
Duration: 3 hours.
Maximum Marks: 150.
Minimum Pass Marks: 70.
Syllabus: Based on Charter’s Advance Accounts (4th Edition). Topics include Trial Balance, Trading/Profit & Loss, Balance Sheets, Single/Double Entry, Depreciation, Bills of Exchange, Partnership Accounts, and Cost Accounts.
Paper IV: Constitution of India and Public Finance (Without Books)
Duration: 3 hours.
Maximum Marks: 150.
Minimum Pass Marks: 70.
Syllabus: Part XII and XIII of the Constitution of India. Public Finance topics include Public Revenue, Taxation Principles, Incidence of Taxation, Public Expenditure, Public Debts, and the Indian Financial System.
