The Government of Assam, through the Project Management Unit (PMU) of the Japan International Cooperation Agency (JICA) assisted Assam State Aquaculture Promotion and Livelihood Improvement (ASAPALI) Project, has officially released a recruitment notice for engagement of eligible Indian citizens in various purely contractual consultant and supporting staff positions.
Interested and eligible candidates who fulfill the prescribed educational qualifications, professional experience, and skill requirements are invited to submit their applications in the prescribed application format within the stipulated timeline.
About ASAPALI Project:
The Assam State Aquaculture Promotion and Livelihood Improvement (ASAPALI) Project is a JICA-assisted initiative implemented by the Department of Fisheries, Government of Assam, aimed at promoting sustainable aquaculture practices and improving livelihoods of fish farmers across the state. The Project Management Unit (PMU) and District Project Management Units (DPMUs) are responsible for planning, implementation, monitoring, and execution of project activities.

A. Vacancies Under Project Management Unit (PMU):
1. Aquaculture Specialist
The Project Management Unit invites applications for one post of Aquaculture Specialist.
Educational Qualification: Candidates must possess a Post Graduate or Graduate Degree in Fisheries from an ICAR-recognized university.
Experience Requirement: A minimum of 10 years of professional experience in the aquaculture field under: Public sector, Private sector and Externally Aided Projects (EAPs)
Remuneration: Monthly consolidated remuneration ranging between Rs. 1.00 lakh to Rs. 1.25 lakh, depending on qualification and performance in the interview.
2. Procurement Specialist
Applications are invited for one post of Procurement Specialist under PMU.
Educational Qualification: Candidates must have: A Post Graduate Degree in Fisheries or Agricultural Economics, OR MBA in Agriculture and allied subjects, OR Master Degree or Graduate Engineering Degree in any discipline from a Government-recognized institution
Experience Requirement:
• Minimum 7 years of experience in procurement management
• At least 4 years of experience in managing procurement under World Bank / ADB / JICA or similar EAPs
• Experience in e-procurement systems is desirable
• Experience in JICA funded projects will be an added advantage
Remuneration: Monthly remuneration between Rs. 1.00 lakh to Rs. 1.10 lakh.
3. Junior Project Engineer
The PMU has notified one vacancy for Junior Project Engineer.
Educational Qualification: Graduate Degree in Civil Engineering or Architectural Engineering or equivalent from a recognized university.
Experience Requirement:
• Minimum 5 years of experience in construction-related projects
• Experience in building planning and design
• Proficiency in AutoCAD and Autodesk software for 2D & 3D design
• Experience in public sector, private sector, or EAP projects
Remuneration: Monthly consolidated remuneration between Rs. 0.50 lakh to Rs. 0.60 lakh.
4. DX Assistant
One post of DX Assistant is available under PMU.
Educational Qualification: Graduate or PG Diploma in Information Technology / Computer Science / related fields.
Experience Requirement:
• Minimum 3 years of experience in digital transformation projects
• Experience in designing and building information-sharing platforms
• Preference to candidates with one year experience in EAP or National Flagship Program
Computer Skills: Proficiency in Internet usage, MS Word, MS Excel, MS PowerPoint, Project data analysis and Day-to-day assistance to DX Expert
Remuneration: Monthly remuneration between Rs. 0.50 lakh to Rs. 0.60 lakh.
5. Supporting Staff (Computer Assistant) – PMU
One post of Supporting Staff (Computer Assistant) is available.
Educational Qualification: Graduate in any discipline with a minimum 6-month certificate course in IT / Computer Science / related field.
Preference to candidates with experience in Government / Semi-Government / Private organizations
Skills & Language: Proficiency in MS Office tools, Internet usage, English reading and writing, Knowledge of local language preferred
Remuneration: Monthly consolidated remuneration of Rs. 0.40 lakh.
B. Vacancies Under District Project Management Unit (DPMU)
1. Fishery Expert
Two posts of Fishery Expert are available under DPMU in each project district.
Educational Qualification: Bachelor of Fisheries Science (B.F.Sc) from ICAR-recognized institutions.
Experience Requirement:
• Preference to candidates with 5 years of experience in inland aquaculture
• Minimum 2 years experience in Externally Aided Projects like World Bank, ADB, JICA
Computer Skills: Proficiency in MS Word, Excel, PowerPoint, and Internet usage.
Remuneration: Monthly remuneration between Rs. 0.50 lakh to Rs. 0.60 lakh.
2. Account and MIS Consultant
One post of Account and MIS Consultant is available under DPMU.
Educational Qualification: Bachelor in Commerce / BBA (Accounting or Finance) / Bachelor of Accounting.
Experience Requirement:
• Minimum 5 years experience in audit and accounts
• Proficiency in accounting software like Tally
• Minimum 2 years experience in EAPs like World Bank / JICA / ADB
Remuneration: Monthly remuneration between Rs. 0.40 lakh to Rs. 0.50 lakh.
3. Supporting Staff (Computer Assistant) – DPMU
One post of Supporting Staff (Computer Assistant) is available.
Educational Qualification: Graduate with minimum 6-month IT certificate.
Skills & Language: MS Office proficiency, Internet usage, English reading and writing, Knowledge of local language preferred
Remuneration: Monthly consolidated remuneration of Rs. 0.30 lakh.
